Updating at shutdown? Is that normal?

The last couple of days when I shut down my computer the blue windows XP
screen states:

Installing update (1 of 1) Please do not unplug or turn off your computer.
It will shut down automatically when updates are complete.

No matter how long I leave it on it just hangs there showing that message
over and over. It does this every so often now and just started doing it a
couple of days ago. Is this normal? I have never seen it do that in the
past. I was worried that it was some sort of virus.
