I think they got it wrong. The current beta is 2.

Perhaps ms has not posted beta 3 on their site yet
Perhaps its some insider news....

I think you are right - they shouldn't really have called it v3 but ... the
download that is pointed to now is a different hash from the one a month ago
yet both are beta 2. I have just downloaded and installed the latest one
(released in the last few days) and it is indeed different (slightly
different toolbar options for example).

I didn't make a note of the internal version numbers (help|about ...)
