unwanted, unsolcited website

a unacceptable website has become my home page, i have
deleted it several times, i have applied block, still
comes back, have deleted favorites,cookies,temp and
history, have downloaded IE 6 and did everthing
again....no luck...minor skills , would appreciate
assistance
