Unwanted ripple effect

I have just installed XP Pro. When I drag a pane across the screen or when I
scroll down a page in Internet explorer, I get a kind of ripple effect while
I am dragging and when I stop. It's not a big problem, but I find it
annoying. How do I stop it? I have never had this problem before.

Visit the website of the manufacturer of your computer
or video card and download/install the appropriate Windows XP
drivers.

Afterward, right-click on your Desktop and select:
Properties > Setting and adjust your Screen Resolution
settings, then select "Highest (32 bit) Color Quality setting,
and click "apply".

Please let me know if this works. According to my searches, I have the most recent drivers from Dell and my display matches the prior email

I still have the same ripple effect. However, with mine, they stay on any windows I may have crossed over and I have to refresh their display

Let me know if you found any answers.
