Unwanted popup ads

For the past several weeks, a popup ad comes up on my
screen in IE. I have deleted cookies and run a spy-ware
program to find and delete unwanted programs/files.

Nothing works. Either someone has placed an unwanted
file/cookie somewhere to trigger this popup or IE has a
feature that is most annoying. Anyone know of this
problem and how to resolve it?
 
Are those popups comming from Messenger service? If so, you need firewall
and configure it to block netbios ports. I don't remember port number, but
maybe someone else does. You can also search older message and their
replies. This question is answered countless times.

The first thing to do is to scan your system for the possibility of
unknown\unwanted spyware or parasites that may be causing your problem(s).
