unwanted message at startup

i have an unwanted message that appears at the startup, somebody else has put
this on and i have no idea how to remove it, the message comes up and i have
to click ok to get rid of it, could somebody please help me with this problem.

the message comes up before i log in, the message has been put on and says go
away this is my computer, it has not been put on by a program it has been put
 
Try downloading a program called winguidws tweak manager and see if that
helps you find where they did it,
It is the sort of thing that program allows one to do.
www.winguides.com/tweaks for a trial version download.

message comes up before i log in. if anyone knows how to get rid of the box

Try turning off the "Messenger" service. This has nothing to do with
Windows Messenger or any other IM's

Start- control panel- admin tools - Services

unfortunately the messenger service is already disabled so it must be
something else, the message appears before i sign in, is there a way that i
can find out what windows applications load during boot up.

If the message is coming up before you logon, this is the Legal Notice
Caption most likely...

Change/delete appropriately.

thanks for replying but when i click on the link it opens to a warning
message, and says the link is blocked due to many connection errors, the
message itself has been put on and says that "this is my computer" i have no
options but to click ok, would there be some sort of way to delete it through
registry or maybe a .ini file, i seem to be fighting a losing battle so any
help or advice would be muchly appreciated. Thanks

What do you know?! Winguides is broken - that's a first for me.
I'm sure they will fix it soon.. However, I gave you what you needed.

Googling for "Legal Notice Caption in Windows XP" gave me:

and a lot more.

Use it to edit the appropriate values and get rid of your message..
