unwanted line still not gone

Please help!
I have two horizontal lines on different pages.
these lines are next to tables and are not in line with row lines.
selecting format>borders and shading> borders>none, does absulutely nothing
i cannot select these lines either
 
Are they perhaps graphics inserted using the Horizontal Line feature in the
Borders dialog?
