Unwanted Internet connection when opening Outlook

I'm running Outlook 2002 with SP3 on XL Home.
My system is configured to only connect to the Internet ONLY manually
When I open Outlook, it brings up the "Connect to the Internet" dialog box.
As I use Outlook for much more than just e-mail, I do not want this to happen.
However I don't know how to access the Outlook Configuration Facility (if
itexists) to stop it.
How do I stop it.
Any suggestions would be most welcome.

Tools, send/receive - browse the menu to find Define Send/Receive or use the
ctrl+alt+S shortcut to open the menu and remove the check from the option to
check every xx minutes.
