Unwanted Explorer at Start up

For some time now everytime I start my machine I get an unwanted Windows
Explorer start. I've checked the web and seen encouraging messages but
none of them work -

a) Change USERINIT from
C:\windows\system32\userinit.exe,c:\windows\system32\userinit.exe
to
C:\windows\system32\userinit.exe, It was already set to that

b) Checking through
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\WINDOWS\CURRENT VERSION\RUN

for an explorer entry. No it wasn't, and they are the entries for msconfig
startup window and guess what
it's not in there.

c) Putting the entries in the above registry location in quotes - no.

Any Suggestions ???
