Unsigned application popup warning apears in background

We have the Symantec Clientless VPN Gateway. We use IE browser to access the
VPN server. When we create a full layer 3 VPN connection, we get a popup
warning that it has not passed Windows Logo testing.

The problem is that the popup appears behind the browser. The CPU goes to
100% and there's no way to minimize the browser to get to the popup to select
continue. We have had to hit the Alt-Tab key in order force the warning
message to the foreground and then we can continue.

I've called Symantec and they said they cannot do anything about this
problem because it is a Microsoft problem.

I've checked Microsoft's web site and cannot find any bugs/fixes to this
problem.
1. Is it truely a Microsoft problem?
2. Has anyone reported this problem to Microsoft?
3. Is there any fixes to this problem?

If you can anticipate this happening, can you resize or move the browser
window just before hitting the key that summons the popup ?
if you can prepare for it you should be able to make screen space to handle
the event..
Another thought - have you tried right clicking the browser task on the
taskbar and selecting minimise ? - or is the CPU too busy to respond .

Since I know what to expect, I always use the Alt-Tab to get that window
into the foreground. The problem is I have about 100 users that will not know
what to do. While this warning popup is waiting for me to do something, I
have no control of the browser. I cannot minimize or move it.

My main question is, is it a Microsoft problem? We have work arounds but
should this be happening in the first place? Can anyone confirm that this is
a Microsoft problem and not a Symantec problem?

Control Panel. / System applet.
On the Hardware tab, click Driver Signing.
Under File signature verification, click:
Ignore to allow all device drivers to be installed on this computer,
regardless of whether they have a digital signature.

Thanks for you suggestion.
We know about how to disable checking. But, if we do that, it's a security
risk. We would prefer to fix the problem rather than disabling the problem. I
think Microsoft was on the right track to popup a warning whenever an
unsigned app trys to install something on your computer. It's just that it
shouldn't happen in the background and make it so that it's hard to get to.
