You can extract/browse/test RAR files with PeaZip (it acts as GUI
frontend for 7z executable), or with 7-Zip, both are freeware and Open
Source.
Otherwise you can download WinRAR

which is shareware and is also able to create RAR archives (and it's
also one of the best archiver around).
The RAR compression algorithm is proprietary, so while you can find
freewares able to extract RAR archives you will not find freeware
application which creates RAR; for licensing reasons those who cliams
so actually AFAIK invokes WinRAR executable, which you will anyway
need to have installed on your system to use that function.
