My Dell computer came with two programs called "SoundMax" and "Dell Resource
CD". Can they be safely uninstalled or are they critical components of the
operating system?

You may want to keep the Resource CD. It contains both diagnostics and
drivers.

SoundMax could be your sound card driver.

They are not critical components of the OS, but then again, they could be
pretty useful if you need to reinstall drivers or run a diagnostic.

SoundMax is part of your sound card program.
The Dell resource CD contains drivers, etc.

I don't think you want to delete them.

SoundMax is for your soundcard. If you want sound, leave it alone. It
isn't a big program. The Dell Resource CD is for installing drivers and
some software that came preinstalled with your system. You can
uninstall it if you like and then reinstall it if you ever need it
again. Don't lose it; it can be very useful if you have to run Dell
Diagnostics and/or you need to reinstall Windows.
