We do not password protect folders in Windows XP.
Your folders are either protected with access control lists (permissions)
which you can change (after you take ownership of them) - just look in the
Help and Support for Permissions.
You may also have protected them by using encryption, in which case if you
did not export the relevant encryption keys prior to the reinstall then
those files or folders will not be available to you.
