unknown "Control Panel" item

Hello,
After a clean install of Windows XP Home SP2, I found in the control panel
a generic Windows icon. No information presented from the item.
Control Panel set up to show "name" and "comments".
Right click menu shows "open" and "create short cut".
Tried to open but item closes too fast. No changes seen after "open".
Is there a way to find out about this item?
