unistalling programs leaves empty folders on c drive?

If you are positive they are empty folders from an uninstalled app, simply
right click and delete the main folder.......that will remove sub-folders,
as well. Sorry, not aware of any 'auto' way or clean up program that will
perform the task. Surely, you can't have THAT many.

Ok but are they needed on the c drive?

If you have used Add/Remove Programs to uninstall a program and it has
left bits of itself anywhere on your hard drive - c:\ or otherwise -
then the fault lies with the program's poorly-written uninstall
routine. Delete the leftover bits yourself. No, I don't know of any
other way to do it.

Is there anyway to get rid of them without manual doing so?

No, but deleting them manually takes only a second or two. It's hard to
imaging anyone uninstalling so many programs that this could become
burdensome.
