In my Windows folder I have a lot of these kind of files
downloaded $NtUNINSTALL. Does this mean the downloaded
file was not INSTALLED? My system is XP?

Those are the UNINSTALL files for each of the hotfixes you installed. You
can keep them and have the ability to uninstall the patches from Add/Remove
programs or delete each of the directories and not be able to uninstall.
The only time you would need to uninstall is if an update causes issues with
your system, if you have noticed no such issues, erase the directories at
will.
