"How to Uninstall Windows XP and Revert to a Previous Operating System"

If you can't use the above procedure, you'll have to do it manually. This
includes saving your email settings and data. (If you're using MS Outlook,
use the "export" feature.)

The XP CD is bootable (if your PC permits booting from a CD). I believe that
the Win98se CD may also be bootable. I don't know whether you could format
the disk from a 98se CD.

You don't give reasons for wishing to revert to 98. I personally much prefer
XP; its main down sides are its heavy resource requirements, and Windows
Product Activation (irritating, but not really a problem). I don't have any
critical hardware or software that won't run under XP.
