I want to uninstall SP 1 for windows xp. How do I know
if I can do it safely? How can I determine if I backed
up the pc before installing SP1?

I installed it 2 days ago and pc has been running slower,
and I keep getting an error message when I restart pc,
windows can not find winlogin.exe. I did not get this
error message before and pc didn't lag as much. Also, I
have not installed any programs after I installed it.
Will I lose any applications that were already on my pc?
Thank you.

you should not have a problem with your applications if you installed them
before SP1.

If you look in Add/Remove programs, and there is an item for 'Service
Pack' (may be in Windows Service Pack) then you can use that. If not,
and you do not have a System Restore point made before installing SP1,
then you will have to do a System repair reinstallation (provided you
have a retail XP CD not a restore or recovery one). Set the BIOS to
boot CD before Hard disk, then boot the XP CD, start Setup (do not take
'Repair' at this stage), then after the license agreement take 'Repair
Installation'. This will retain your existing software installations
and most settings. But all Updates will have been removed, including ,
especially SP1; so as a first task run that Q823980 update as a priority

If you only have a restore CD all you could do is use it after backing
up all data files, and go back to ex-factory state
