uninstall programes

I have tried to uninstall a programe and all of its applications using add/remove from the control panel. The files are still on my machine and the programe list still has it displayed. The programe does not run and the cd does not want to reinstall either. How can I totally remove the files and programe from the list and my machine without using the recovery disks? I do not want to loose any of my other programes and so on. Please help!
 
something in the program must be running. you have to
stop it first. look in task manager.
