Can I delete this file. Service pack installed some time
ago and no problems. When I try to delete it I get a
warning that some programs my not work correctly if it is
deleted. Any advice would be appreciated.

Yes you can safely delete the uninstall directory for the service pack.

THe warning appears with several of the fixes, and is usually safe to
ignore. If there is an entry for the Service Pack in Add/Remove
programs then that is the easiest way to uninstall it. Or find out why
there is some trouble that is making you want to and cure that. If you
have not defragmented the hard disk since installing SP1 do so, more
than once
