Unfortunately ALL (mOsTLy) CAPS (OL2003)

In Outlook 2003 there is an issue I've never had with previous versions.
When I receive HTML e-mail and try to respond to the e-mail it can take up
to 30 seconds for the new mail to form. This is quite a long time and I
have never had this issue before. Well that's all well and good (hmm....)
but the real kicker is this. If I try to start typing my reply immediately
after the new mail forms I will GET ThIs. It looks like a resources issue
but not in my System. In outlook.exe. So if I just wait another 10 seconds
or so after the new mail reply forms then when I type I will get this.
Anyone else notice this issue? Do you think it may be a result of using a
contemporary software on a machine older then acceptable? This is in
Windows 2000 Server with RAM out the wazoo. Thanks.
 
Are you using word or outlook editor? How locked down is the server
software?

Using Word as the editor. A good question. It may have something to do
with the pdf plugin. Just yesterday I tried replying to a HTM:L email and
Word crashed. It determined that I needed to repair the pdf template. Of
course I tried to stop that from happening but that was not an option
besides using the task manager.
