How do I use the undisclosed receipients feature to blast new contact info to
my address book entries?

The OS is XP Pro
 
What do you mean? There is no such feature as "undisclosed recipients" in
Outlook.

Is thata feature of Outlook Express? I'm changing my email and want to
blast my address book while maintaining privacy for others. What do you
suggest?
