Word 2003; A way to underline spaces made with the spacebar when no character
appears in the line, as can be done with tabbing?[i.e., U key selected, hit
spacebar - underline will not appear until a character is selected or,
alternately, if the tab key is used].

If you really must do this, you can go to Tools > Options > Compatibility
and check the box for "Draw underline on trailing spaces". Alternatively,
you can end the line with a nonbreaking space character
(Ctrl+Shift+spacebar) instead of a tab character.

However, there are several other, better methods, described in detail at
http://word.mvps.org/FAQs/TblsFldsFms/LinesInForms.htm.
