I can not use the $OEM$ folder (and CmdLines.txt, OEM-drivers, and so on)
while booting from CD. If I place (burn) that folder onto CD, it is not
copying to the hard disk.
Is it the restriction of CD-boot method?

Version of Windows: Win2K Full & WinXP Upgrade (VUP)
Place of WinNT.sif: on the CD (not on the floppy)
Details: the params "UserExecute" & "GUIRunOnce" is working.
Details-2: the param "OemFilesPath=C:\..." NOT working.

Why?

My only guess is that you have done something improperly. Check the above
link for one of the better methods.

When using unattended CD install you need to have the $OEM$ in the
root of the CD, at the same level as i386 (same as RIS installs), not
inside i386 as you normally would when using unattended install over
the network.

the winnt.sif file should be on a floppy or in the i386 folder of the
CD.
