Can't figure out why my winnt.sif floppy will not kick

Is file properly named winnt.sif? If you use notepad once in while I find
an added txt so the file is really named winnt.sif.txt
Is the winnt.sif in the root of the floppy? It has be in the root, not
under a subdir.
Do you see the floppy drive being attempted to be read during setup?
Is the floppy in the A drive?
Is this a USB floppy?
If the file is not being read, then the syntax in the file is not the
issue. If the syntax is not correct, then you normally get an error
message, when the file is parsed. Since you are not reporting an error
message it sounds like the file is just not seen.
So that could mean the file is not labeled properly as winnt.sif or the
floppy drive is not being properly seen.
So what type of system and how many drives, volumes removeable media,
devices, USB memory sticks, etc are in the system?
How do we know the file is not being read?

Thank you. I've been through everything many times. I'm
missing something--could it be the way I've formatted and
partitioned the HD? Please take a look at the sif file
below. Maybe that's the problem. Thanks again.
