Unallocated USB drive

I've been having problems with an external USB drive. I used a Windows
utility to wipe the drive clean writing 0's to the entire drive. In Disk
Management, the drive shows up as Unallocated. How do I partition this
drive? Plugging it in as an IDE drive is not an option as I have a laptop.
 
Right click the empty space and follow the wizard.

You do this kind of stuff from within Disk Management (DM).
 
Start ==> Run ==> diskmgmt.msc

Right click the unallocated space and you can partition and format it.
