Unable to type the @ symbol in the To field, Outlook 2003 french

I have a customer who is unable to enter the @ symbol when typing an address
into the To field. On french keyboards, this is usually done by using
Ctrl-Alt-2. I tried changing to an english keyboard without success. The
computer is a new Dell laptop.
 
Does it work correctly in other applications?
Layout and locale settings are important here.
You can set them in Control Panel-> Regional and Language options.
Remove keboard settings you don't use.
 
That's the problem, it works fine everywhere else, if he clicks on the To and
opens the address book, he can type the address there without any problem.
