Unable To start windows xp

I get the message " Windows could not start because the following file is
missing or corrupt; C:\windows\system32\config\system.

What can I do as Dell tech support tells me I have to re-install windows
which I would rather not do as some of my programs would be difficult to
replace.

Eternally grateful for any ideas!!
