unable to shut down when restart

hello,

I have Win XP Pro on my Dell 8250 computer.
Every time when I press Restart, the computer hangs on
forever. When I press the Shut Down, the computer shut
down properly.

I have updated Win XP Pro with the most recent service
pack. The problem persisted.

The problem occurs regardless of how many programs that I
have opened. It hangs on when I restart immediate after
power on without starting any program.

Any help?
