Unable to set Wallpaper,IE settings

I am connected to office network thro LAN. I am not able to set wallpapers ,
IE related settings and some of the general setting , which are disabled. How
are they able to control these settings. Is there anyway to over ride these
settings. Do i have to disable some services?

But I am able to change everything under local administrator(if not logged
into network).
 
When you connect to the domain it loads the security policy. If you
don't like the policy, don't connect.
 
Depends on the settings they set. So you will need to ask the network
system admin. There is a reason they have placed them there.

The reason you can't change these settings on your domain user account
is because policies have been set by the domain administrator. You
would need to talk to your IT Dept. about that. The reason you can
change the settings in your local account is because the domain
policies are not in effect when you are logged on locally (unconnected
to the domain).
