unable to Send/Receive mails in Microsoft Outlook2003

Hi,
I'm using Microsoft Outlook 2003 in Windows XP professional OS, I'm
unable to send/receive messages.When I click the send/receive button ,I get
the error message "You have no appropriate permissons to perform this
operation".Plz help to fix this issue.

Were this happening to me, I'd start by creating a new mail profile in
Control Panel's Mail applet.

Tried starting Outlook in safe mode ("outlook.exe /safe") to make sure it
isn't some add-on that you installed that is screwing up?

What happens when you logon under an account with administrator privileges?
