Unable to send messages from outlook outbox

I am struggling to send messages from my outlook outbox 2003 V11 SP1. The
message sits there unitalicised and despite hitting send all or send/receive,
nothing happens. I followed the instructions to check add-ins form online
help with no success. Welcome suggestions to what appears to be not an
uncommon problem

This might be a silly question but you *HAVE* set up an email account in
Outlook, haven't you?
