Unable to send mail

I can receive incoming messages, but I can not send tem on window mail. Per
my internet provider, is this a windows vista issue??
 
Hard to say without more details. Do you get an error message when
you try to send? If so, right-click on the error message, copy, then paste
it into a reply here.
We can't do much troubleshooting without that complete error message.
 
Below is the error message. On my desktop computer (Windows XP)I can send and
receive emails, but not on my laptop (Windows Vista). My internet provider
states that everything is corect and that it is the Windows Vista operating
system.

The host 'smtp.what.cox.net' could not be found. Please verify that you have
entered the server name correctly.
Subject 'Hello', Account: 'pop.west.cox.net', Server: 'smtp.what.cox.net',
Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 11001, Error Number:
0x800CCC0D
 
The server name is incorrect (so much for Cox telling you it is correct!).
Change smtp.what.cox.net to smtp.west.cox.net.
 
THANKS!!!! I spoke with COX 2 times and I even read them the server name that
they told me to enter and both specialist said that it was correct and this
was a Vista issue. Thanks for your help!!!

Yes, cable company tech support is atrocious. They will gladly give you
a wrong answer in the hopes that you will go away and not bother them.
