unable to reset web settings

Can anyone help me out with this problem? I go to
internet options, programs, reset web settings and am
given the error message "unable to reset web settings".

Had the same problem in my Win2k, have a feeling that it is Spybot
which tries to protect one from oneself by disabling access to certain
registry keys (It doesn't remove this "protection" when it is
uninstalled.)

I had to do the following (As an Administrator):
1. Start regedt32.exe
2. Go and select the registry-node "Internet Explorer":
[HKEY_CURRENT_USER
*-Software\
*-Microsoft\
*-Internet Explorer]
3. In the menu select "Security" and a Permissions-Windows comes up
4. Select my own account in the account-list
5. Press the Advanced-button
6. Remove the "deny" entry from the Permissions-list
