"Unable to Record" a macro in excel 2000

I am running Microsoft office 2000 and have tried
recording a macro in EXCEL. With a new clean worksheet or
any other work sheet when i start recording i receive a
message that it is Unable to Record. I have searched the
web knowledge base but the only solution it showed
applied if i was typing cells with more than 255
characters. I have done nothing but tried to start the
macro recorder. I even repaired my installation to no
avail. Any suggestions?
 
i have attempted to change the settings various ways and
nothing seems to work, is there a registry setting?
perhaps?
