unable to receive mail

I have not been able to access my Windows Mail account. I use Vista and
called Comcast, the person I talked with informed me Microsoft had done some
upgrading and it is causing them problems, but that they had fixed all
problems to Outlook, but he was unable to fix problems to Windows Mail. I
can not sign on to get mail I even tried setting up a new account but it
didn't work.

How can I contact Microsoft for a resolution any one know?
 
It is typical for ISP tech support to blame Microsoft, because
that way you'll go away, and they can mark the trouble ticket 'closed'.

Do you get an error message when you try to access Windows Mail?
If so, right-click on the error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.
If no error message, describe the exact problem in more detail.
