Unable to receive email in MS/Outlook

I am able to SEND email in Outlook; but unable to receive email. Have checked all email, etc. settings. Have turned off and back on modem and router; still no luck in receiving. Any suggestions? Thanks
 
If you have installed Windows Update MS04-007 (KB828028) on or after Feb10,
the issue you have may well be due to a full Domain Name System cache. It
needs to be emptied. See Roshcher's posts on Feb12 in the windowsupdate
newsgroup.
