Do you have any anti-virus software that is scanning your incoming mail?
If you do, turn off the mail scanning in that program. In particular,
Norton had this problem for a while with one of their updates. If you have
Norton, I'm told you'll need to uninstall it, then reinstall it without the
mail scanning option.

Do you have a firewall or anything else that scans email? I've heard of
folks having problems like this with certain firewalls as well (if they
scan email).

No , we have no firewall . This is really weird , my colleague can
receive those emails without any problem , but my pc have the problem
with either outlook or outlook express .

And the email make the problem happen is just a plain text email .

See if anything at http://support.microsoft.com/?kbid=813514 helps figure
out why you're timing out.

To get everything to download, you also might try using a Web interface to
your mailbox to delete the particular message that is not downloading. The
rest of the message might then get downloaded.
