Unable to Logon

Every time I attempt to logon, i get a window that says "pleae wait, loading settings", immediately thereafter I get a window that states "Please wait, saving setting" and then I am back to the logon screen. How can I get around this so I can get into my computer and try and fix this? Any suggestions, help please!!!!!!!
 
On next Startup try tapping F8 until you get a Menu. Select Safe Mode
with Command Prompt
Do a System Restore from there.
