I've been using Windows XP for over a year without any
major problems, but recently when I booted my PC, I got
the following error message after the Welcome screen:
"Explorer.EXE--Unable To Locate Component
This application has failed to start because browseui.dll
was not found. Re-installing the application may fix the
problem."
After I clicked OK, I would see my Windows wallpaper and
no icons or anything on my desktop. My PC basically hangs
at this point.
When I tried Ctrl-Alt-Del, I could use the task manager to
run rstrui.exe, which is I believe the System Restore
program. But I then got an error message about missing
urlmon.dll file. By the way, I also tried running a non-
Microsoft application and got a similar error about
missing a different file.
Am I in a catch-22 situation, where I can't run Restore--
or anything else--because Windows never initialized far
enough?
I'd consider booting from my Windows XP CD and doing
a "new install" But would that wipe out everything on my
PC's existing partition (including all files that have
nothing to do with Windows)? And would it really solve my
problem?
My PC is not infected because I just ran a virus check
before this problem happened.

so I don't know how this anonymous sender address really
