Unable to install iTunes: Error 1607

I tried to install iTunes and QuickTime on my WinXp + SP1 machine. I keep
getting this message:

Error 1607: Unbable to install InstallShield Scripting Runtime.

What does this mean and how can I fix it?

I've had this problem occasionally on other machines.
