unable to format

I am trying to make a floppy disk to repair my mom's computer. Which reads
NTLDR is missing
press ctrl+alt+del to restart.
i am running windows xp & when i try to format a floppy disk so that i can
download the file that i need it goes all the way to where it says capacity,
file system, format options etc.
then error message pops up that reads
Windows was unable to complete the format!
The progress bar never moves.
I have tried 4 or 5 different floppy disks.What is the problem. I have
formatted floppies before with no problem but it has been a long time ago.
Or is there a download that I can download to a cd to fix the NTLDR missing
problem?
I am no computer genius, I only have basic computer knowledge so I do not
know all of the computer terms & what they mean. Any advice on either subject
will be greatly appreciated.

Regarding not being able to format floppies, can you read floppies? Have you
tried Start, Run, format a:, OK?
If that doesn't work your floppy drive needs checking, and the cables that
connect it to the motherboard.
Can you get them formatted on a friend's computer so you can sort the NTLDR
problem out?
