unable to format HDD

I have a new computer running WXPpro on P4.I have 2
HDDs.A 60Gb and 120Gb.The 60Gb is partitioned 40/20 named
C/D. C is the boot drive and D used for temporary
storage.E(120Gb) is for video editing.
My problem is that I am unable to format "D" using NTFS
or FAT32.Windows starts the format but then comes up with
the message "Windows was unable to complete the
format".Formatting E is no problem.
Please help.I have exhausted local help.

Run format from Recovery Console.
Deleting/recreating partition is a good idea.
