unable to enter safe mode using F8

Pressing F8 during startup puts me into Windows options for Restore or reinstall. I never get into teh Advanced startup menu to select safe mode. I can use the F8 on startup on my computer running Windows ME and it works. I have tried it with and without the Reinstallation CD in the drive.

There is another, 2nd chance for pressing F8 in the WinXP setup process.
This is at the first restart, about 7½min into the booting process. When
the Welcome screen appears, there is the familiar thin progress meter with a
bunch of green blobs flashing across it intermitently. At the same time, at
the bottom of the screen you will be reminded, in words, to press F8. What
you have pressed is the 1st request for F8 which is for accepting the User
Agreement!
