unable to delete files

some image files I try to delet give me this error message: Cannot delete
File name: It is being used by another person or program.

Close any programs that might be using the file and try again

as far as I know there is not other programs running. help and support says
to install sp2 but I did that several months ago and I get windows updates
automaticaly. is there a way around this problem?

Restart your computer and try to delete the files.
If that fails...try booting in Safe mode and try to
delete the files.

This is a sympton that I also get fairly often, and it is very annoying.

Quicker than re-booting, is to "Log Off" or "Change User" and then Log back
on again.

Nearly always, you will then be able to Delete, but sometimes you do have to
Re-boot.

I noticed the same difficulties with music files, especially after just being
viewed/played. The only way I am able to release the file without logout or
reboot is to view/play another file. Only then can I rename or delete the
file.
