unable to delete another administrative account

hi, i just got windows xp and am attempting to create the user accounts. i
unintentionally made my sister first administrator, and now, can't delete it,
nor change the account type. i have made my own administrator account also,
but still can't change the offending account type, nor delete it. changing
account type is one of the options, but when i go to it, the "limited" choice
is unapplicable. i am running out of patience and don't know what to do. i
understand that there has to be another administrator to be able to modify or
delete an administrator account, but it's just not happening. please help!
 
If it is built-in account, you cannot delete it but you can disable it.
Log in as a user with local admin privileges.
Open Computer Management console.
Navigate to Local Users and Groups / Users.
Right click user account and select properties.
Make sure that "Account is Disabled" check box is checked.
