Unable to cut/format DVD Live File System

This is odd!

I have no hardware problems at all and never had this problem before: it
always used to work.
When I stick a blank/new/unformatted disk in my DVD burner, then right-click
on it in Computer and select Format, I get this error message:

"Windows was Unable to Complete the Format"

Any idea of what is wrong and/or how to fix it?

What have you done recently between when you last were successful at this
task and the present? Are you using the built in burning capabilities of
Vista? Are you using a 3rd party burning program? Does the 3rd party program
have something such as a Drag-To-Disk or InCD module for the disks?

Without having more information, I would say you have defective media of a
defective drive.

I had installed Nero7 and Cute DVD -- they never had a problem -- I have
since uninstalled them but the problem continues in their absence. I had
been using previously, problem-free, the built in capabilities of Vista
Ultimate. The drive works under both Nero and Cute, so obviously it is
neither a dive or media problem.
 
Now we are getting somewhere. Go to the Nero site and hunt around for their
cleaning program, as Nero may have left behind remnants that are causing
interactions. Roxio also can leave behind entries that can cause problems.

Found the uninstall on their site, downloaded and ran it, rebooted, went to
Computer and tried to format. Drumroll please............."Format Complete"
