unable to Customize Outlook Today

In my organization, we are using Exchange Server with
Outlook 2000 on the workstations. On some of the
workstations, when you click on the Customize Outlook
Today button, nothing happens. I've thoroughly gone
through the configuration and can't figure out why it
doesn't work on some.
