Unable to create ASP.NET web application in VS Studio .NET 2003

When I try to create a new web application in VS Studio .NET 2003 at a
simple default location eg: http://localhost/WebApplication1 I get the
following error:

Visual Studio .NET cannot create or open the application. The
likeliest problem is that required components are not installed on the
local Web Server. Run Visual Studio .NET setup and add the Web
Development component.

Now in IIS6 my default website points at c:\websites which is also a
shared directory on the local network.

There is a also a directory for the quickstart stuff at:
C:\Program Files\Microsoft Visual Studio
..NET\FrameworkSDK\Samples\QuickStart

This is registered in IIS as a virtual directory
http://localhost/quickstart and was setup by the quickstart setup
program (for the 2002 version of the Framework).

Oddly enough when I try to create a web application in this directory
eg:
http://localhost/quickstart/WebApplication1
I have no problems it creates the web application perfectly.

I have tried with some other virtual directories that already existed
and even created some from scratch, but I can only create new
applications in the quickstart and mobilequickstart (also created by
the quickstart setup) directories.

I have looked at the settings in IIS for the quickstart virtual
directory and the other directories (both default and virtual) and
cannot see any differences but obviously there is some difference in
the permissions or IIS setup that I am missing.

I can't see anything in any of the postings that addresses this, any
ideas on how to fix this, as I need to be able to put my applications

did you install iis first or visual studio first?
vs setup changes iis and creates a aspnet user ...

if you installed vs first installing it again could do the trick (there are
more things that can act up i'm afraid but thats a good place to start)
