Unable to Continue - No profiles?

Windows XP Media Center
I have a realitive who seems to have lost all his settings. Dell PC
with multiple accounts. I haveit set up so each person has an icon on
boot and they just go inthere and have all their Outlook settings. All
their outlook settings are gone - except for the the one person I set
up as administrator.
When somebody logs on, there is an error saying it can't continue since
there are no profiles. What the heck happened and how do I get rid of
this profile junk?

You should add an user in user control panel and then login it.

regardingthe Outlook problem - yes.
But the profile issue at boot....? Nobody touched Outlook yet the
error still appears.
